How this development environment is put together, and why.
Configuration for the machines I work on: Windows in front, Arch under WSL behind it. Everything is installed by symlink from a checkout of this repository, so there is no copy to drift — the file the editor reads is the file in git.
The tool pages say what is installed. The notes say why the awkward parts are the way they are.
